Legal Question in Family Law in Indiana

I was in a physically and mentally abusive relationship for 7 years ending 4 years ago. I have four children one from a relationship before. in my divorce decree it states that visitation is at mothers discretion also that we each claim two on taxes each year. since then support has been abolished under the stipulation that he is to pay me support directly. however he doesn't come see his three children and hasn't on any regular basis for the past three years and still insisting he has rights to claim them on taxes cause he pays support which he has not been paying lately. he mentioned wanting to sign over his parental rights and move on with his life. he is acting hostile threatening me and making me afraid of his next moves. I don't have the money for legal representation and am unsure what to do.

If he is threatening you, obtain a protective order (they are free). If he is not paying support as required, seek a contempt against him.
