how do i get power of attorney from my step sister if her mother is no longer living and iam my fathers only living son

Please repost with more information. Power of attorney for who, meaning who is the person whose powers are being given to another. Who is the attorney in fact, meaning who is the person exercising the powers on behalf of the person giving the powers away. Are either of the folks now dead or incompetent?
