property settlement
we had the divorce modified for custody and specified more clearly about my ex getting the minivan.but she has never retitled it and Indiana BMV says theres nothing they can do until she does.do I need to file a petition for the court to order her to retitle it in her name

Why do you care how it is titled? This won't affect any liability you have on a car loan, and you do not assume liability to a third party in case of accident simply because your name is still on it. What are you looking for BMV to do? Perhaps more information is needed to explain the concern.
