Legal Question in Family Law in Indiana

my question is for my cousin, he is recently divorced (3 years) his ex-wife has recently moved out of state and has only 2 weeks a year with her son. the son lives with father, and tax time is coming and was wondering if she moves out of state and has so little contact with him even though it is in the divorce decree that they alternate years, since he is full time with father what can be done to relive the fact that she gets to claim him. is it hard and how fast can it be done.

He has to ask the judge to modify it. The amount of support she pays will be more important than how much time the mom spends with the child.
