Restraining orders

What does a pesron need to obatin a restraining order? Can a person obtain one ''just because?'' Hx: recent divorce; ex-husband doesn't like ex-wife's new boyfriend; wants to file restraining order to prevent new boyfriend from being near teenage children. No rationale behind it. Ex husband just angry. Thank you!!

No. He can not get a restraining order "just because".
