When a sexual assult has taken place against a minor (DCS involved and CPS has now been contacted) can & should the custodial parent apply for a protective order for the minor?

Depends on who it is. Yes assuming it is someone who will normally be around the minor or was a friend or relative. Probably less likely to be effective or needed if a stranger.
