sole custody of 2 children
in divorce,mother was given custodyof children,(8 years ago)but she never really kept them,they lived with grandparents and still do.dad who has kept them on weekends,holidays, etc now wants full custody. can mother give custody by writing on paper and have it notorized and then filed in court if necessary?

It is a little more complicated than that, but there can be an agreed order entered. You should contact an attorney so that the paperwork can be drafted and filed properly to protect everyone.
