In the state of Indiana, do I have to allow the biological father to sign the birth certificate if I do not want him on it?

No, but he can still establish his paternity anyway by filing an action in court, and you have to consider whether it is a good idea to be so adversarial to someone with whom you will be parenting a child for the next 18 years. Even if he doesn't, if you ever receive any sort of public support for your child, the prosecutor's office in your county will end up filing the action in order to obtain payback from him.
