In the state of Indiana, can I change my son's last name to mine without consenting his father who is in jail?

Without consent, yes. Without notice to him before doing it, no. He has the right to object, and then a judge will decide whether it is a good idea to do. You will need to have a better reason than "Dad is rotten" or Dad doesn't deserve this" or "I want to give him my new married name".
