In the State of Indiana if a child is given up for adoption and the adoptive parents die or place the child in foster care, do the state laws still apply that the birth parents are not allowed to contact the child until they are 21?

No such "law" exists. If the child is under 18, the child's parents or legal guardian control whether contact from adults, including the birth parents, can be made.
