Legal Question in Family Law in Indiana

Out of state visitation

My boyfriend moved to IN about 3 years ago. He has a 9 yr old daughter in Ohio. He pays child support and is current, however hasn't went back to court since he moved to IN. His daughters mother will not let him see her and as soon as we find out where she lives, it seems that they move. Is there a form that he can download online to request going back to court to establish visitation with him being in a different state, to look over his support order, and to let him claim her on his taxes every other year since he has never been able to do that? Or do we need to get an attorney and if so an attorney in IN or OH??

His best bet based on the information provided is to obtain an Ohio attorney.
