Legal Question in Family Law in Indiana

My step daughter is in care of the DCS. We live 2 hours from this place, and both have full time jobs with another child living with us. We cannot attend every single counseling session and other meetings they have had, but we tried to explain how far away we lived and have another child to care for, and we were told "we need to figure out what is more important" by the case manager regarding the 13 yr old daughter in state custody. We are not allowed to visit nor even talk on phone with daughter, and they have lied to our daughter about our attempt to contact her. What can I do?
