If a father has be proven to be the father but has not tried to go to court to recieve visitations and is not on the birt certifite and leaves state and refuses to return child whats is his rights and the mothers they were never married mother lives in in and father lives in ia

Your submission is difficult to understand. However, it sounds to me like you should contact the authorities for kidnapping. He has no legal rights if he has not been determined legally to be the father.
