Can a verbal agreement be inforced?

Without going into too much detail....A verbal agreement was reached with regard to the wishes of the minor children in a custody case (between both lawyers and ex's and the children involved) Termination of parental rights and the adoption of the children by the new spouse was the agreement. It has been over 90 days and there has been nothing done. The mother(cp) and her attorney were supposed to start the paperwork for the adoption and the father was to pay for it. Needless to say the father now has had 90 days of no contact, no visitation but has continued to pay child support. There is email documentation, both from the mother and her attorney acknowledging the paperwork was to be done but hasn't been. Yes, the agreement was verbal but shouldn't it be inforced? The mothers attorney has delayed it I believe because she is inexperienced in this field. Or, the mother is because this is exactly what she wanted from the beginning, no contact from the father and $1400/mo in child support. Is this right?

Ones child support obligation remains in place unless and until a court orders otherwise.

If the delay is causing difficulties, then the attorney who is to file the petition should be made aware of this. Until the adoption is finalized, child support will be required by the natural father.
