my wife give her girl up before we were married now that she died can I look for her to tell her her mom has die?

Do you have the legal right to? Yes. Is this a good idea? Absolutely not. If your wife did not make contact before she died, that was her choice, and you should respect that. You will not be helping the child AT ALL by doing this.
