What happens if someone doesn't follow what is set forth in a will? With college money.

Not enough information to answer this question. If the heir has not received money they were supposed to receive from the personal represntative, the heir should get an explanation as to why not, and then take appropriate action from there. The heir needs to sit down with an attorney.
