The doctor can't refuse to supply medical records - period. With the limited amount of info I have on the siuation I believe the best thing you can do is to contact your counties commission on aging for guidance at the Clark County Area Agency on Aging: (812) 948-8330. Explain the situation and they will be able to get you to the right person to help.
Gotta tell you how strange it is I looked at this question - my mothers side of the family all was from New Albany and Evansville - we moved to CA in 1964 and I have been here ever since, but I am still a Hoosier! Everyone is gone now but I miss the area and I do know they have good services to help with elderly people so give them a ring.
Good wishes to you,
