Breach of Contract

If a man asks a woman to marry him, pays for her relocation to a new state, gives her an engagement ring, and moves her into his home, can said woman still sue the man for breach of contract if he changes his mind?

Indiana abolished claims for breach of promise to marry. See link. So if your fiance wants to sue you for not marrying her, it can't be done. But if she sues you for failing to live up to some other sort of agreement, then maybe she could succeed. Depends on the facts. It's a sorry man who lives with an unhappy woman. (Old equitable maxim.)
