Does a County Health officer in the state of Indiana have the legal authority to trespass on private property, remove an access door to a crawl space to search for evidence of plumbing without a search warrant and without any prior evidence of a health violation?

It would make sense that they would have that right. They don't need a warrant because they're not investigating a criminal matter. If you don't have any violations, why worry? Best thing is to have a conversation with the health department, if you have a problem, and try to work out an amicable solution.
