Is it illegal for an ex girlfriend to change the mailing address of her ex boyfriends registrations to his vehicles so the registrations go to her house instead of his?

It may not be per se illegal, as in the violations of a specific law. However, the problem is very simply solved by contacting the BMV and informing them of the incorrect situation. I'm sure that they'll correct the record for you without a lot of fuss.
