Our landlord himself turned off the water at our trail or. We have set up arrangements to pay the water bill. There are kids here. Can he do that legaly

The answer to your question depends upon a lot of additional information, including whether or not you had a written lease, who was responsible in the first place for payment of water, whether you are in arrears on your payments for rent, and whether the landlord has given you notice in writing or by lawsuit of eviction. If you have set up arrangements to pay the bill and you do not have any other issues with the landlord, there should be no problem.
