Call your local bar association. They will advise you about filing a complaint with them.

Is it possible that you met this person and did not consider the experience worth the retainer? There are many, thousands, of people who have paid a lot more than your retainer for the privilege of meeting George W. Bush or some other politician. But, if you insist on a refund, first make a written demand on the attorney. If there is some reason to believe the person is slippery, send your demand by certified mail, return receipt requested. Put a reasonable deadline on for a response - 10 days. If the time expires without a response or if you receive an unsatisfactory response, then contact your county bar association to initiate a grievance procedure.

Think about this as basic contract law. If you made an agreement that was not fulfilled, through no fault of your own and before the other guy incurs any detriment, then you are probably entitled to your money back.
