If a roommate damages property in a house I own (and subsequently goes to jail) can I sell their belongings to cover the costs of the damages?

No. You can sue the roommate, obtain a judgment, and THEN have the sheriff execute against the roommate's personal property in your possession to satisfy the judgment.
