Legal Question in Civil Litigation in Indiana

My son was divorced last year and has been unemployed since he took a plea bargain for domestic battery (it was self defense, but that's not what the court decided) and was incarcerated for six months. During that period of time, he fell behind in child support. He has since come up to date. A policeman (a friend of his ex-wife) has been tailing him, evidently trying to find out if my son is doing paid work that he is not reporting. My son took a picture of the officer's police license plate and traced it. He was spotted 25 miles from his jurisdiction. Since my son is up to date on child support--and even if he wasn't--is this legal? If this is an illegal activity, to whom should we go for redress?

This might be stalking. Look at the statute and see whether you may be entitled to a protective order.
