Legal Question in Immigration Law in Indiana

My wife is a US citizen and I am Romanian. We were married in my country. She has filed the I-130 and has received the confirmation back that they have received that. We now want to file the K3 so I can be with her in the US. We have found out that we now have to file a I-129F. Why is that? And I am also wondering what the time frame is on getting the K3? Would it move quicker if we hire an attorney? And if so how much quicker? We have already been apart long enough and want to be together so we want to move this process along as quickly as possible? Thank you for any help you can give us.
