I got my PERM approved and I have a job offer from another company, can I transfer my PERM approved application? And apply directly for my green card there?

Unfortunately, "no", for both questions. You would have to have the new company file a brand new labor cert for you. Also, I-140's approvals (which you don't even have yet) are not portable unless you have had an adjustment of status case pending for at least 6 months. However, in order to be eligible for adjustment of status, you would need an approved I-140 & a current priority date. I suggest you stay with this company or face starting from scratch.
