if you were in your first accident with no insurance and already had your license suspended for 90 days and paid the 150.00 fine can their insurance have me suspended again 3 years later for another 3 years

It is possible. If you haven't made proper payment for the damages that you caused, you could be suspended regardless of your payment of the fine. So, you had better look into it and make arrangements to make payments if you owe them.
