my son got a check from the insurance company for a water pipes bursting and it made the water bill very large but now the house is going into foreclosuer and he wants to keep the check is that fraud could he get in trouble for that

If the damages have been repaired and the mortgage holder's name is not on the check, your son can keep the money.
