Legal Question in Intellectual Property in Indiana
If my company develops a website for an organization (in any state) - volunteer city firefighters, or a school, for example - can we use common rights licensed images that say they are free to use for non-commercial purposes?

As a Franchise Attorney I don't know what you mean by "common rights licensed images." If an image is copyrighted, you can't copy it without the consent of the owner or you can be liable for copyright infringement. That they are being used for a non-commercial purpose is no defense to copyright infringement. Consult with a good intellectual property or franchise attorney in your area for specific advice.
