child support

My ex-husband is in arrears on child support payments to our five children, of approximately $20,000. He has intentionally not paid support to make me suffer. As soon as he finds out that I am trying to do something about it, he leaves the country. He is from Mexico. He had originally kidnapped my kids, but returned them in September. I need to know what I can do or whom I can speak to, to get him to pay, or get him punished for not paying. The local child suppport division said that there is nothing that I can do while he is in Mexico. There has to be something that can be done. Please help.

Go to the County Prosecutor's office, Child Support Division. They'll catch him.
