Employees paid under the table

I work at a hotel that was recently sold and the new owners have not had the 2 housekeepers that were working there when they bought it come in and work, they have fired or laid them off either, they have however been having 2 other persons do the housekeeping that are not on the payroll and I am not even sure if they are here in the U.S. leagally. My question concerning this matter is: Who do I contact for employees that are not on the payroll, therefore not paying taxes, but are being paid under the table? They are being provided with a hotel room ''free'' of charge so to speak.

Just taking a common sense approach, I would contact the Internal Revenue Service and/or the Immigration and Naturalization Service. Good luck.
