Legal Question in Employment Law in Indiana

My employer promised a bonus of 1500 if we revenued so much money in a quarter. At the end of the quarter everyone had done it and he lowered the bonus to 1000. Then this quarter he raised the expectations by 35%, half way through the quarter (yesterday) he adds other requirements in order to get the bonus. Is this legal?
