Legal Question in Employment Law in Indiana

My husband has been a civil servant for over 30 years. Because of some financial problems that he has had, his job is in jeopardy and he could be fired. He works in an accounting call center and only has "view" privileges. He cannot access and/or change any financial records. This doesn't sound legal since members of Congress can get away without paying taxes and being given a seat in the current Cabinet. Is this legal? If he is fired, what repercusions could he have?
