Apartment neighbors are very disruptive. Apartment management will allow me to transfer with fees attatched. Do I have any rights to get out of this lease?

Your description of "disruptive" is a bit vague. Please repost with specifics concerning how your enjoyment of the aprtment is disrupted by the neighbor.
