There is no contract. I live in a moble home park. We had to pay a dollar amount to even put our trailer in this park. We pay a monthly lot fee and we have just been informed that it is going to increase next month. We just put a new deck with cover on our trailer. The landowner told us that we had to paint this cover. He also told us that our shingles are the wrong color because it does not match the rest of the trailers. We cannot have overnight guests for more than 2 weeks. We cannot park in the park drive. If we were to move from the park then we have to pay to do that.
Again, there is no contract and never has been telling us all this. Not even when we moved in. We could not even put up a clothes line outside our own trailer.
Can he do this? What rights as a lot renter I have?

You said it... you have no contract. I would ask them why they are telling you this, ask where is it listed that you are required to do such things. If you have no contract, then you can move your trailer to someplace else. Yes, it will cost you, but still... you can move it. If you are month to month then there is nothing holding you there. Is there a sign posted someplace near the office or in plain view on the premises that clearly states you can/can not do certian things? While you may have not signed a contract, you may have signed something else- ask them for a copy of what you signed- then you will know what your options are.
