Legal Question in Landlord & Tenant Law in Indiana

we signed a lease with a landlord saying that we can move into a condo on 09/10 and in exchange for 1st months rent we would install hardwood floors. now he is saying that we cant move in till the 12th and that we need money down. then he said that its becoming too much of a hassle and to call him back. can he do this
