My elderly father lives in a home which is in terrible shape. It is my opinion that if the health dept came through, they would condemn it. He still owes 55,000 on his mortgage. If the house were deemed unsafe'' would he still be liable for the mortgage?

Yes: it's not the mortgage company's fault the home is condemnable!
