Do non-commissioned officers of the army who later become commissioned officers have to serve a minimum number of years from the time that they become a commissioned officer

The answer to your question depends upon the language in the contract accompanying the commission. A common period of obligation for a newly-commissioned officer is 8 years, with the first four years being served on active duty, and the second 4 years being in the individual ready reserve or other reserve component.
