What can we do to make my dad a U.S Citizen?

I'm 19 and I have 2 sisters that are 21 and 29, we wanted to know what we could do to petition for my dad so he can become a U.S. Citizen. Back in 1999 my mom applied or petitioned for him but got rejected because he had a felony conviction in 1989. We are 4 American Siblings. he has been in Mexico since 1999 because he couldn't come back after they denied him. I spoke to a lawyer recently who told me that there's a way to get a pardon or something for him so he can be granted citizenship. What can we do to bring him back, we're prepared to pay a lawyer what he needs so he can come back to the U.S.

The Felony was over 20 years ago and worked in this country for 20 years without any convictions or any arrests. and 10 years after.

The solution may be difficult because a recorded conviction is permanent, regardless of pardon. You need to consult with a well-versed immigration attorney to explore all options. U.S. citizenship may be only one route. Visa status, especially, if your father can prove that he will have a job here, might be more easily obtained.
