When 2 unrelated persons own a car together; their relationship ended 5 or 6 years ago; only one has physical custody of the car may the person with no contact to the car sue the person in possession of the car in small claims court to force that person in control of the car buy out the other person interest in the car for half the fair market value of the car up to the limit of small claims?

No. You have to sue in regular court and ask the car be sold by the sheriff or at auction, with the proceeds equitably distributed.
