Typically, things in the common area are the joint responsibility of the owners of the various units in proportion to the # of units. If there is a common sewer line, it would be the association's responsibility. However, they may impose costs of repair on each of the owners for that repair, unless there is evidence that a particular owner caused damages. Also, the Association bylaws will control this matter.
