Legal Question in Real Estate Law in Indiana

We bought a vehicle on 8/29/09 from a dealership. We have not received the title yet. We paid by check, which has cleared. When we bought the van they didnt even have any paper plates left and said they would send us one, which they never did. So we havent even driven this van yet. We call, email, text and write and they keep ignoring us or telling us we have to get the vehicle inspected since it is an out of state title. We talked to law enforcement and they cant inspect the vehicle without the title. We were told by law enforcement that we could return the vehicle. This is what we would like to do. Can we?
