Legal Question in Real Estate Law in Indiana

We built a boat ramp and retaining wall on our property on the ohio river in indiana. We were just served with papers from the department of natural resources saying we have to restore everything due to not having a permit. However, when we asked the city planner before we started our project he said we did not need one. There are other people in the area who have docks and ramps who also do not have a permit. What should we do?
