Legal Question in Real Estate Law in Indiana

I cosigned a lease for an apartment with my brother. He had bad credit. He left me holding the bag for the rent. He left the state. He has a criminal record, is currently involved with a hearinf for theft, and he has drug and theft issues. I tried to make arrangements with property manager to make a partial payment, and then pay the rest of the amount. They told me if my brother signed an addendum releasing me from the contract that I would not be responsible. They said we had to sign the addendun in front of the, and we did that. Then they wanted two of his pay stubs, and we did that. Now they are trying to say it is up to the propert manger to decide if I can be released. What are my options? They wrote me up as a room mate not a co-signer. They used the wrong paper work, and they should have used the co-signer lease. They have made sevral errors and are threatening me.
