Is it legal for the landlord to enter the tenents leased building at any time without notifying the tenent?

If you have a written lease with a provision in it allowing the landlord to enter unannounced, then it is permissible. Not wise, but permissible. If there is no lease or there is no provision in the lease for entry by the landlord without notice, then the landlord is a trespasser and has violated your covenant of quiet enjoyment.
