File a lawsuit in your circuit court naming all potentially interested parties.

Impossible to give you a complete answer on how to conduct a lawsuit in this forum. If you own real estate, you need to see an attorney to find out whether you need to protect it by filing this type of case.

I agree with Jay. You can research the statutes and case law and figure out what the rights are, how to draft a complaint properly and how to serve the complaint, you wont need an attorney.
