Is it illegal for the owner of a home to take items belonging to somebody else residing in the home from them and keeping them under lock and key?

Need more information. Is the "somebody else" a child of the owner, a spouse of the owner, a renter of a room in the house? What are the items and what is the basis for keeping them under lock and key, if any?
