I would like to inquire about water run off from property to property, and the insatllation of a asphalt drive which I believe is partially on my property

Water flow is a natural occurrence. Generally, unless a neighbor substantially alters the slope of his land, and causes an increased flow, there isn't usually any ground for complaint. As to the asphalt drive, you would have to commission a survey to be sure because your belief won't count for anything. If its on your property, you have remedies available to you.
