Mean old lady bothering the neighborhood children?

If they walk past her house on the sidewalk, she comes out and yells at them to get off her property. She had a 5yo girl in tears last week, today she screamed at 2 kids using sidewalk chalk near (not on) her property. The police have been called by her and one of her neighbors. They told her people were allowed to walk down the sidewalk. She still harasses kids anyway. She is a bigot and some of the neighborhood children are black. Nothing we can do about that. What can we do?

You man be able to have her arrested and prosecuted for disorderly conduct.
