Lake front property inherited

My sister and I inherited 150 feet of lake front property . We were going to split it 75 -75 feet . I was going to get the old cottage ,as these lots are not as deep as the vacant side of the property. My sister has been using the cottage since our mothers death 2 1/2 years ago. She will not take turns on different she spends the entire summer here. The split has been dragging on because of septic permits and other legal. She now doesnt even want to talk about any of this as she sits in what was supposed to be my share of the property. How do i force her to relinquish possession of cottage and go forward with property split.
